Thank you for mentioning this bug, and fortunately for you, I have just updated the HUD and it is available on all streaming platforms.
Please refer to the GitHub repository in order to find the latest version of the HUD - regardless of what HUD you are speaking of, because as you know, I do have two different HUDs - they are both fixed and will be available to be download at your soonest convenience.

I honestly don't recommend you do this just for the sake of your sanity; if you haven't edited HUDs before it can get really messy. you'll need these files:
resource/ui/huddamageaccount.res
resource/ui/hudplayerhealth.res
scripts/hudanimations_tf.txt
vgui/replay/thumbnails/ow_hitmarker.vtf
vgui/replay/thumbnails/ow_overheal.vtf
vgui/replay/thumbnails/ow_lowhealth.vtf
you need to copy over the first portion of the script in hudanimations_tf.txt ... from 'event HudHealthBonusPulse' to where 'event HudLowAmmoPulse' starts. **this may conflict with existing animations and it's recommended that you kinda know what you're doing for this to work with your existing hud
edit "huddamageaccount.res" and copy over the hitmarker portion to your hud's huddamageaccount.res
edit "hudplayerhealth.res" and copy over the "healthbgbuff" and "healthbglow" entries into your hud's hudplayerhealth.res
