Same for me with mat_monitorgamma.
It's set to 1.6 (brightest) in my autoexec, yet in the menu the setting is on 80%

TL;DR
First check for any double entries of the same ConVar in your autoexec, or in any other config.
Also add host_writeconfig at the bottom of your autoexec and make sure the config.cfg is NOT set to "read only"!
