But even worse was approaching HLE without a clear vision of the Xbox's coding. This was particularly so for a number of potential factors. A generic Xbox game could run on any of the 30 different installments of the official Xbox development kit (or XDK), which meant code signatures from the official libraries would be absent until they were found. The same applied for API signatures. The Xbox's Direct3D superset also proved difficult to reverse-engineer, and complications with the Windows 2000 kernel, didn't help.
It must be kept in mind that all this had to be done for optimal performance.

There were also a number of games that utilized custom-encoded push buffers, which allowed them to access the system's internals. As such, if the plan is to build a fully functional Xbox emulator, one would have to emulate the hardware, which to put simply, isn't possible with HLE emulation alone, as push buffers are actually partially emulated in Cxbx. At this point you may wonder why the Xbox emulation scene didn't bother to just switch over to LLE emulation. Well, that's because it's a lot harder to work with. It requires a very different skill set, and also requires a lot of patience. Cxbx began development with Caustik, who created Cxbx. The emulator utilized its own OpenXDK files, created by Caustik himself. The OpenXDK was a free, legal homemade development kit for the Xbox, created for homebrew and hacking.

Cxbx soon made use of a new GUI, used to convert Xbox executables, called .XBE files, to .EXE files - Windows executables, - then ran them within the application, emulating an Xbox environment. This wasn't a necessary process to emulate the games, but it was one the scene was clinging onto for a long while. This caused a slew of problems, such as one encountered with the Link-time Code Generation. This is a technique that optimizes an executable during the linking phase; the side effect is that the resulting executable wouldn't contain exact binary code, which would be present on the Xbox. A solution to this would be to ditch Cxbx altogether and start over with LLE emulation, which wasn't within their field of possibilities just yet.

As for cost, we selected initial values based upon data from the Open Beta and other adjustments made to milestone rewards before launch.
