Victoria II is a crafted masterpiece of a game in singleplayer, and an actual pile of ♥♥♥♥ in multiplayer. The game is basically an upgraded Victoria I, or like Eu4 but in Victorian Times. My main problem is the multiplayer aspect. You have to download a VPN or a software like hamachi in order to connect with other players.
