It's not a damage tank, it's an escape tool.
The spy's watch is primarily used for three things, hiding behind enemy lines, and escaping from danger.
The default watch is fair at both roles, the cloak and dagger is excellent for hiding behind enemy lines, and The dead ringer is for escaping.
However most armature spies use the dead ringer to try and tank damage, which is not the spy's role.
