I forget specifically what it was, but after unlocking the dev character, use his bomb and take a screen shot of the code that flies past. There is a list of input commands and if you use them it gives you cheat mode. Cheat mode just consists of all characters being unlocked. by the time you reach dev, you already have all but one so it isn't too worth it
