it is censorship. by definition. it's to remove content at the behest of someone acting as a censor.

the suppression or prohibition of any parts of books, films, news, etc. that are considered obscene, politically unacceptable, or a threat to security.

Noticed the petition, as a side note, if SEGA doesn't notice, Precise Museum is working on a fan translation, as well as a Puyo Puyo 20th Anniversary fan translation, so if it doesn't get localised, we still will have an English translation, despite it being unofficial.
