If the account outline is green (in-game), accept.
If the account's name is something retarded like hy2223asfab51, press "ignore". But what if he's real? Well, he's dumb for having that name and you shouldn't trade him.
If the account doesn't have an image, press "ignore". I simply will not trade with anyone, real or not, that does not bother to get themselves an avatar. It's like not taking a ♥♥♥♥♥♥♥ shower before going outside, it just shows you don't care about your external appearance.
Why press "ignore" instead of "block"? Because pressing "block" gives you an annoying as hell extra window that says "hurr durr u blocked someone", pressing "ignore" doesn't do that, it blocks them for an entire day instead, which is good enough as phishers burn through accounts in a matter of mere minutes.

Here's the hardcore ♥♥♥♥♥♥♥♥♥♥♥♥♥ edition:
Do everything the same as above, but don't press "ignore". Just keep them on the list.
When you get a real friend, accept.
After you pile up like 50 people, press the "ignore all" button.
