I've played way more of this game than you know. I started a good few years ago when the game had a high population and a fun and inviting community.
While APB Reloaded back in it's prime still had a lot of toxicity, there was a good chunk of the community that was happy to help and share the tricks to learning and winning.
On top of this, there is what I consider to be the most amazing and freestyle designer any MMO has released. Creating your own polished outfits, cars and songs with amazing detail was the biggest draw for people like me who love to create and show off fun ideas and costumes.

Sadly this is no longer the case.

APB Reloaded slowly started turning into a slum of unpunished hackers and violently toxic players. GamersFirst seemed to stop caring, and eventually the game was sold to Little Orbit. This company change was seen as a bright future with new changes finally coming to solve the problems and bring life back into the game, but it was a light of false hope.

Little Orbit started off by using new anti-cheats that swiftly closed out majority of hackers who used paid products from the likes of AimJunkies or other big providers. However this did not seem to last long as hackers remains as one of the biggest problems.

Every announcement, change and test seemed to make things worse. They said things that make no sense, they made changes that make no sense. They added rules to the Terms of Service they do not follow or stick to in the slightest.

A quick APB term lesson:

Dethreathing
adjective
Purposely throwing the match to try and lower your Threat level to play in the Bronze Districts against new
players.

Little Orbit added to their Terms of Service that this act was now a bannable offense. But it stopped no one. The entire community of this game lies in Bronze. A full district of only Gold Threat Level players doing their best to destroy any easy target they can.

Don't forget: the game puts you in Bronze District automatically after you finish the tutorial.

This game had amazing potential with fun game-play and creativity, but it has turned into a festering wasteland with only an unwelcoming community and a company that refuses to do anything about the issues the game faces. The population faces an all time low and it's death is very close.

Do not play this game.
