Nothing makes sense if you think about anything for longer than 5 seconds.

Story is just unbelievable
Role-playing aspect of this role playing game is a joke, everything was oversimplified to a point, that it pretty much broke the game's design
World rules are inconsistent
Writing is immersion breaking
Retcons to make something new, something cool and fun, only to break and ruin everything as a result
And of course little to no care for the franchise from the lead writer

It is a mediocre game unfortunately.
Shooting is okay, and objectively it is an improvement over Fallout 3.
Building is a cool addition, but it's a bit too raw
Crafting and upgrading are undercooked, but can be enjoyable
Looting junk for building and crafting will get boring eventually though, feel free to cheat a little
Guns are... Lets say they could be better

Gameplay-wise, either play this for mods only (can't imagine what mods might interest you to buy it), or just go play Fallout 76 instead while it's still available to play, it is an improvement in all aspects, just has less quests. Not like you're gonna take F76 more seriously than F4 anyway.
