I managed to get 99 active crew members by glitching the game to buy each crew member a few times before it stopped, I just used a program I have (won't tell you about it [sorry]) that made it so I could freeze the game to buy each crew member a few times until I unfroze it then like 10 guys would go to my ship then wait.
