Polished and almost totally bug free. Good animations, voice acting and combat. Decent story. 165fps with 4090 DLSS3 FG, DLAA (no upscaling) and maxed out. HDR implementation best I've ever seen on PC -- and I'm a bit of an AV geek. Orgasmic on OLED.

Yes.

A brilliant concept, very well executed. I like how many putins can be spawned and I can spend time taking enjoyment from each one.

My only suggestion, would be to incorporate cutting edge modern weapons of war for the player to add realism.

Though the game is already very short because the putins are actually really easy despite there being so many. I was expecting some kind of boss battle. So maybe this would lead to worsening the massive balance issue. We could try to look into buffing the putins to the level they are depicted as, but then this would take away from the realism.

Possibly we could add AI to the putins but to stay within the constraints the AI controlling the putins would have to be programmed to take a long time to make decisions, implying deep thought and strategy. However, the actions they take would be ultimately basic or straightforward, such as moving units in predictable patterns or choosing obvious tactics. So it's really difficult to find a way to buff them.

Perhaps we could have a sci-fi/fantasy sequel that explores the putins perspective by making them the player characters. It could be set in an icy cold landscape somewhere to the west. In this game the putins would still have 1hp but he would be equipped with massive weapons that wipe the level, instantly turning everything, including themselves to 0hp. The player could get an achievement and be presented with a dialogue box saying "You won".

In the end, I think its fairly balanced.

The setting is a pretty bleak desolate landscape and the building blocks are spot on for recreating realistic surrounding architecture, though I wish I could colour them grey for immersion. At first you might be annoyed you can't do things like plumbing but at the end of the day this is a pretty complete city builder when taking into account the setting. They've worked well within the constraints.
