Before 1940 in the territory that is now the district Kupavna, permanent residential settlements was not, it was occupied by a swampy forest with a small nameless lake, peat extraction was carried out only in the vicinity of lake biserovo. In the Northern part passed the highway and the railroad of the Gorky direction of Moscow railway, with a railway station Kupavna, founded in 1898.

The history of the village Kupavna is closely linked with the implementation of the General plan of reconstruction of Moscow of 1935. When executing the accepted program of reconstruction works for the city of Moscow was carried out the demolition of homes and relocation of those living in them. So in the early 1940-ies from Moscow during the demolition of the private sector on Frunzenskaya embankment was resettled in Sochi about 300 families. The relocation was carried out in the manner specified by the CEC and SNK of the USSR of July 21, 1936 "On the procedure of eviction in the cities of Moscow, Leningrad and Kiev of the houses, intended to destroy, and to capital restructuring". According to this decree, the deportees were provided with a cash allowance in the amount of 2500 RUB. and they in turn allocated land plots for construction of houses type lightweight in the suburbs in individual or cooperative construction, as well as local councils were the necessary assistance in the purchase and delivery of building materials for this construction.

In honor of their homeland, the settlers called the village of Moscow at first, and only later it came to be called the same name with the nearby railway station Kupavna. The village was located on the territory of the village Council Chernovskaya Reutov of the Moscow region. On may 19, 1941 the administrative center of the Reutov area was moved to Balashikha, and the district was renamed in balashikhinskiy.

On 16 August 1946, the town of Kupavna was categorized as suburban communities.

Kupavna village Council established in accordance with the decree of the Presidium of the Supreme Soviet of the RSFSR of April 23, 1947, the rights of the rural Council by the decision of the Executive Committee of the Balashikha district Council dated 12 September 1947 with a staff of: Chairman, Secretary, and bookkeeper-clerk. The first Chairman of the village Council was Hurtful Dina Ilinichna.

In 1951 the population of the village increased significantly due to immigrants from the Sparrow hills of Moscow.

In accordance with the decree of the Presidium of the RSFSR of August 18, 1960, "On the extension of the city limits, change of the administrative-territorial division of the city of Moscow and transfer to the administrative jurisdiction of the Moscow city Council of people's deputies of the territory of the forest Park protective belt" of 15 September 1960 holiday village Kupavna became part of the Shchelkovo district of Moscow region.

At the end of the 1962 holiday village Kupavna moved into the enlarged rural Mytishchi district, one of 12 newly created districts of the Moscow region.

April 27, 1963 township Council of summer village of Kupavna was transferred to the administrative subordination of the Railway to the city Council.

In January 1965, when restoring the normal areas in the Moscow region was disbanded Mytishchi enlarged rural district, and its territory among the other established Balashikha district.

In 1990 the first elections to the township Council on an alternative basis. The Chairman of the village Soviet was elected Anatoly Galitsky.

In August 1991, Russia had carried out the division of legislative and Executive power. In this regard, the Executive Committee Kupavna village Council was transformed into the Administration of the village Kupavna.

After the events of October 1993, the village Council was elected, composed of 8 persons (mainly heads of municipal institutions).

In February 1996, six deputies have delegated their rights of the city Council of the city Railway. But at the same time extended the powers of the head of the local administration, village budget, approved and ordered by the objects of municipal property, keeping the Sochi municipal formation and local self-government in it. The inhabitants, accustomed to have their own MPs, such a solution is not agreed and protested.

July 28, 2004 the holiday village Kupavna, administratively subordinate to the city Railway was United with him in a settlement — a city Railway Moscow region and received the status of the neighborhood.

The decree of the Governor of Moscow region on the unification of the holiday village Kupavna the city Train not all residents of the village, was welcomed. As the citizens of S. A. appealed to the Moscow regional court with the requirement to recognize invalid the decision of the Governor of Moscow region "About the unification of the holiday village of Kupavna, Moscow region a city Railway Moscow region" dated 28 July 2004 No. 149-PG and the Law of Moscow oblast "On the status and the border of the city district Railway" dated 21 December 2004, No. 179/2004-OZ. However, the court did not find grounds for satisfaction of the statements of S. and A., in its decision of 19 October 2005 left them unsatisfied. Later gr. Skutnik Victor A. filed a complaint to the constitutional court about violation of his constitutional rights by the provisions of paragraph 2 of article 6 and article 8 of the law of Moscow oblast "On the administrative-territorial structure of Moscow oblast", however, the constitutional court of the Russian Federation definition from 15.05.2007 № 406-O—P refused to accept the complaint for consideration, since the resolution of its issues to the Constitutional Court of the Russian Federation jurisdiction.

According to the Law of Moscow region from December 30, 2014 No. 209/2014-OZ city of regional subordination in the Moscow region Balashikha and Railway combined into administrative-territorial unit in the Moscow region — the city of regional subordination in the Moscow region with preservation of the name "Balashikha". Therefore, the district Kupavna has become an integral part of the city of Balashikha. The transformation of the urban districts Balashikha Railway and was carried out at the initiative of the head of city district Balashikha Zhirkov E. I. and, with the consent of the population of each of the municipalities, expressed by the decisions of the Councils of those urban districts.
