Is the account you are trying to access it from already a member of a Steam Family? During the beta, the family management page is only accessible 1) from the Steam Beta client or 2) if you are already in a Steam Family. When we leave beta this restriction will go away.

I got to the page trough account settings in the end and now it loads normally.

I have the same issue and I already am part of a Family. I wan access the Family Share page but not the page in the top post, where I'd like to add a member to my family;

That's right, as a Steam Family tester I am 100% sure that it's all about the rights in your family

How many people are in your family ? again, up to 6 people, you can safely go out and set up priority rights for yourself.
