Steam Families work on account basis, not hardware.
So even if that user has no access to a PC right now, if they joined the family their games are still available to share for everyone in the family.
So you are not willing to wait for your family member to get a new computer?
The account isn't lost. They can log-in to the account from ANY computer, not just that specific one. All they need is the log-in and password (possibly the authenticator code as well) and they can get back onto the account.
Emails require a log-in and password as well. They are not tied to a specific computer.
