The member time limit is WAY too long
One of my family members accounts has been lost because the pc it was on broke and I can't add anyone for another year, I go to support and they "can't make an exception"

does anyone else see this as incredibly dumb??

I dont quiet get what the PC breaking has to do with it?
Steam Families work on account basis, not hardware.
So even if that user has no access to a PC right now, if they joined the family their games are still available to share for everyone in the family.

There's no way to get back on the account, it's completely lost forever, and now i cant add a new account because of the year long wait time, how are they gonna play any of the games in the first place???

So you are not willing to wait for your family member to get a new computer?

The account isn't lost. They can log-in to the account from ANY computer, not just that specific one. All they need is the log-in and password (possibly the authenticator code as well) and they can get back onto the account.

The only way to get onto the email is to be on that pc, and they dont remember their steam password, I understand that it's their fault for not resetting the password, but it just made me think how absurd it is that there's a year wait time, it should be a month at max, what's even the point??

Emails require a log-in and password as well. They are not tied to a specific computer.

you're not understanding, google REFUSES to let us into the email, it's super old and we lost the backup one that it's connected to
