I don't want my younger child adding random people as friends (or getting friend requests from bad actors etc...) or chatting with them but I do want them to be able to talk to friends they already have and join games my partner and I are inviting them to.

More granular controls around friends, community, and chat would help offer more freedom to younger users who do have friends but avoid unwanted outside influence.
