"Failed to accept the family invite. Could not determine your country."
Previously it was showing a server error, so, it would appear that the error message has been improved - but, presumably it indicates there's some issue with the geolocation.

Edit: I didn't see these instructions but I guess the person being invited also needs to be enrolled in beta and they have to approve their own invite confirmation in their steam app.
Adult account can invite people to the group, before inviting you're offer two option they can be adult account, or child account. Child account can not invite others.
Adult account = share all with other adult accounts, but can choose to share all, none, or select games to share with child accounts, and can edit child accounts parental control, as well approve, or deny requests that child accounts askes for.
Child account = share all with others, that about it.
So if you're gonna manage children accounts, set them as child instead of adult, this way you get your parental control, and pick & choose what games you want to share if don't want to share all with the children,
Also if either of you set account country to another country that be the problem, even if in same household, and same wifi, it due to having account in another country be the problem if either you, or your bother has not set their account to same country as each other.
