Probably the least cost effective way to do it
I have almost 3000 games and only have 3042 XP from that. I've never bought any games for the XP. You only get 1 XP per game, to put it in perspective if I was trying to do that i'd need 383,600 games to be at the level I am at now.
Also the amount of XP that you get from the Steam badge is alright to do if you are a really low level and just want to go up a couple levels but it is not an effective strategy long term, I only went up one and a half levels from maxing it out and it only comes round a couple times a year anyway.
The best way is to go to badge pricelist, sort by lowest price and have a look at the cheapest card sets you can find and just level those up

Otherwise just grind cards from games you own and craft badges from the cheapest games, sell new desirable cards on the market for a higher price and buy and craft the cheapest ones since it can get costly pretty fast the higher up you go.
