You live out of America I am guessing probably in Canada or Europe so your connection won't be very good. This isn't a problem I can fix sadly so you'll just have to deal with it :/

How many programs do you run when playing tf2 if you can figure this out then try cutting down on some of them.
Either that or try getting an i7 core if you don't have one
