dont spam the sm_msay rules

it doesnt need to be said all the time and it can interfere with the admin menu

also if it doesnt directly relate to the game/rulebreakers dont spam admin talk and use admin chat *teamspeak with a @ * to stop the server getting all cluttered

it will end up ina spamage, if you have to show the rules, each time 1 rulebreak. coz its like they dont even bother reading them.
