Step 1: Navigate to your Steam profile.

Step 2: Click the 'Friends' button.

Step 3: Have 'All Friends' tab selected and then click 'Manage Friends List'.

Step 4: Select all friends by clicking the 'All' button.

Step 5: Now that everyone is selected click the 'Invite To Group' button

I don't think you can do a mass invite any longer. Had to invite one at a time and then I realized I didn't invite them to "DARQ Game" group I invited them to the "DARQ" group. :p :)
