This is a silly group that goes on TF2 servers and spams it with the conga taunt!
Team conga does not require any items but the conga taunt is recomended so you dont need to go hunting for some guys doing the conga taunt. And for rules try not to be mean to other players and thats about it other den hax but thats valves problem.
