Emulation of triggers for gamepads that don't have them

Hello, guys. Unfortunately, my gamepad has triggers that are only cosmetic. They work just as buttons, though they are pressed smoothly. I wonder if for such games as GTA IV I can make an algorithm of commands using steam facility of changing gamepad input? Is it possible to make the left stick, when you push it up, work as RT, and when you push it down work as LT? So, those pushes make smooth gas and brake of a car.
