the above info doesn't make me think he cheats

Because cheaters love to change their name and Love brag to their friends and supply them with cheats if they want it.
But non of his friends have a Vac ban or any ban

i agree the shots look dodgy

Are those recorded shot from his view or as an admin spectating?

i ask because CS go and CS source use intervals to determen where people are
The higher your Interpolate, The more often the location of a player is updated

Net_graph, Rates, Interpolation and Lag all have effect on where others are.
The server will update the other player locations but not every second and the rest gues work

so if recorded by an admin wich has different settings then the so called cheater, The location of the player being shot can be differnt

Cheater will always be a big part of gaming, I had a clan for about 10+ years. And i only catched one of my members in the act, Because when he was cheating his wife was monitor if i was joining the server. I even changed my name once, But she said that i was on the server under a different name. Eventually i could see that he was cheating by using an account from a member of my clan. The Funny thing was he was the one that complained about cheaters the most, Wich is a sign just so you know!. so i called a mandetory meeting and had a chat with him, while only me and him and his wife could speak. And after i kicked the guy out of the clan his wife asked me if she could stay in the clan. I told her and that i knew she was looking out if i joined the server and then i kicked her out too. i then allowed everone to speak again the cheer i got by kicking them both was loud :)
