Go into Big Picture Mode, navigate to the Store, select Wishlist and wait for it to load, exit Big Picture Mode and look again.

I can see the wishlist, but when I refresh the page, error happens again

Doesn't work for me, same issue as the OP. Small indie studio moment I guess.

I also have this issue. but im not on the Beta Client. I restarted the Client and it didn't fix it. I also tried it on big picture and it didn't fix it.

Update: It fixed itself now.

Update 2: Its back now, i think it maybe linked to leaving the page for your wish list open when you switch to other tabs for an extended peroid of time.

Same issue with me. I tried Big Picture Mode. I tried closing the program and opening again. Nothing works. Guess I aint buying anything these sales :D

Beta update from today, yesterday all was fine.
Big picture mode worked but changing back was a pita, screen setup lost,
had to rearrange my windows... *grumph*

I don't have the beta client but got this problem as well today. What worked for me was to refresh the store cookie settings (don't need to accept any non-essential, just refresh).

1. In the top-right of the main window, click the drop-down with your user name, click "store preferences"
2. Select "Cookies & Browsing" on the left
3. Click the "Accept all" then click "Reject All" (assuming you want to reject all)

Try to change Steam Version from normal to beta or from beta to normal.
Steam > Settings > Interface > Client Beta Participation

If you click "View Profile" from the top right menu, then click "Games" on the right, there will be a tab for your wish list. I was able to view mine this way, also seems to have fixed getting to it the normal way.

I had this error few days before ending Summer Sale. It started after purchase of couple games for myself and gifted couple more.

It just was everywhere as "You have no right to user wishlist".
It stop automatically on next day when I used.

I tried everything here, and then I tried the emailed link notifying me an item was on sale, and that fixed it.
