STS as a platform still exists because it's operative for several languages, even if some of them have been phased out in the meantime. As to your second question, games' descriptions have served only as a test of one's translation abilities before granting access to the STS, and were not intended to be applied live – this is under control of the publishers. Crowdin is an open platform and as such, no further tests are necessary.
