1. Vac . Go to https://support.steampowered.com/ , register, then make a New ticket (https://support.steampowered.com/newticket.php)
In category choose questions about VAC ,then choose "report new cheat" and attach the file.(example - http://gyazo.com/47335a10af38b71136d1d0b61fe0ea8f)

2. Punk Buster . Send hacks to research@evenbalance.com

Also you can report 'punkbuster' hacks in VAC.
