Thinking about getting a 5k 28 man slot pub server. It's affordable with a 75 slot ventrilo server. Input on this? Yay or nay?

Hackers are all over yet no one enforces.

Our server will be pw protected and VAC Secured.
Hackers will be permitted til they get caught.
I would like everyone to glow a certain color.
I will admonish the white glow to every player.
Yellow to people with 10 kills.
Blue to people with 15 kills.
Green to people with 20 kills.
Red to people with 25 kills.

Not a for certain thing although would like a fun server like pubcs and threat although administer more fun and have a more consistent latency and registry.
