In my experience, the ideal frequency of the events is once every 2 weeks.
Not 1 week, not 10 days, and ... not 4 days before a scheduled event.

I had to wait 2 months to finally get this achievement. In the meantime, I obtained a lot of other achievements. Now there is one event every two weeks.
