Same here, I solved it by:
>Going to the phone settings
>Going to the app section
>picking Steam among the many apps
>deleting all the data (not uninstalling, I mean just deleting the app's data)

I obv had to login again but now it works perfectly

I just wanted to sell some cards while the steam sale was still going on, but I can't because the app is busted. If I uninstall and reinstall the app, I'll have to wait for the verification timer all over again. This sucks.
