I personally wouldn´t buy games on release though - and usually wait a year to see how it´s going...
I mean Frostpunk is quite different, because it´s more about short term stuff and short scenarios. Usually management games are long term. It also has a management part, but it´s basically about to survive the cold snaps every few days - if not playing the endless mode, which somehow doesn´t really suit the game very well. I don´t know about Frostpunk 2 though, as i usually inform myself later about it - as mentioned above. But i´m unaware of another game like this, which is about 30 minutes scenarios. Usually You play for days on one playthrough in such games.
Also any other paradox game is probably similar to hearts of iron, but that usually means You need to spend about 350 million bucks on DLC - or You buy some more recent stuff, and get the DLC when they are released, so it looks like You spend less, while You actually spend more because it´s all not on sale. But that also isn´t really a management game, as it´s grand strategy - while You of course somehow manage a country. While the advantage of these games is that You don´t need to look for similar games, as they provide good replayablility - and You probably won´t find very similar games to it which can compete.
So if You look for games like this You can look for management, city builder, and strategy. Something like that. And there plenty of such games - in all kinds of shapes and different settings. If anything fails You can look into RimWorld. Else i would imagine some football manager game if it´s about management, and RTS or tower defense, when it´s about base building. Else perhaps have a look at Farthest Frontier. I don´t know the game, and it´s early access - but i know that the devs usually care for their games. So perhaps when it´s no more in early access - it´s gonna be worth a look. It´s apparently a city builder - and there are many of those available - or in early access for some reason..
