Yep. Physical location of the server matters a lot less than how many "hops" away from your computer it is. If I remember right, there are weird cases like the two major ISPs in Australia connecting only in New Zealand.
Depending on what ISP the server is connected to and what ISP you're on and what agreements those ISPs have with each other, a server that's physically further away from you might have a much better connection.
Unfortunately, you're likely going to just have to try different near-ish server locations until you get one that's on the right ISP.
