I recently completely re-install Windows 11 Pro but with the same hardware, after I installed Steam the download speed only reached to a maximum of 250mbps ish, but when I download a game from EPIC or battle.net I can reach a maximum of 100 MB/s.

I use an ethernet cable directly connected to a switch, I do not believe this is the ethernet cable problem because on other platforms I can reach max speed.
I checked the SSD health data, still has good health quality.
I tried to reboot the entire internet system that is not helpful.
Connecting directly to the modem does not solve the problem.
Distance to major servers shouldn't be a problem too, cause I lived just about 100 miles east to Seattle, WA.
My ISP is Spectrum, I asked around at r/Spectrum but didn't have any useful information.

In this case, what should I do?
