To craft badges you need to have a full set of cards for any game(unless you've maxed out your badge level for that game already).
To get cards earn them from free card drops while the game is running(some games don't do this), spending money on the game for other things could get you cards... or trading or buying them directly on the steam marketplace.
Receiving community awards for posts/guides can also work, but it's hard to get a decent amount unless you dedicate yourself to farming Clown awards (and don't push the idiocy far enough to get banned)
If you decide to buy cards in order to craft badges, use something like Steam.Tools[steam.tools] that tracks the Market price and allows you to sort for whole sets.
