You'll have to change your country/currency when you move and have a payment method with a billing address in Canada. Otherwise, you won't be able to purchase a Deck.

The currency should convert to CAD when you do.

I will return to India in 3 weeks. If I change the country and currency how will I use my account in India. Will it convert to rupees an country to India when I come back from the vacation.

Lemme know if this will work, I can make a steam account with a different email in Canada. Order a deck from that account. Take the deck back to India and use my Indian steam account on it. About the giftcards, I heard about digital giftcards. I can gift myself digital gift cards from that other account to my current account and I heard they automatically change currency. Will this work? If it will then I m pretty much set for my new steam deck!
