I just spent 15$ USD on Digital Steam Gift Card's & sent them to my friend in Canada to help him Unlimit/Unlock his Steam Account & he was able to buy several game's which were over the 5$ USD currency equivalent requirement & yet he can't send friend request's or do anything else that unlimited/unlocked accounts can do.


I tried helping him as he doesn't have much $ while he's studying in Canada away from his home country.

Can anyone help explain why or what was done wrong & if there's any other ways to help him that don't involve a 3rd party $ service like PayPal or something?
