Do games that don't have achievements affect the percentage of perfect games?

No, games on Steam that do not have achievements do not affect your percentage of perfect games.

Steam calculates your "perfect games" percentage based on the number of games in your library that have achievements and the number of those games in which you have unlocked all achievements. Games without achievements are simply excluded from this calculation. Here's how it works:

Numerator: The number of games where you've unlocked 100% of the achievements.
Denominator: The total number of games in your library that have achievements.

If a game doesn't have achievements, it isn't included in the denominator, so it doesn't influence your completion percentage.

A bit of clarification. Every game is excluded until you unlock one achievement in it. Games without achievements naturally then will never be included, but neither will games where you have no achievements yet.
