I'm confident the publisher will do that in due time, or at least once they see their stuff delisted (=lost profit); besides, most non-indie developers don't bother with their steam community hub, especially the japanese industry which considers Steam a foreign market.
look on frontpage: it got age rating 18 here. But HOW? it already has USK 12 approved.
Other reason: the USK is a bloated and ineffectual farce of a regulating body. Do you really expect that just because they take three grand and have a bunch of pencil pushers debate your game for 20 days they output sane, sound or reasonable ratings? They rated the sequel 2 categories higher.[usk.de] Look up other games (the Metroid Series! It's a Nintendo franchis ffs, why is Prime 3 at 16?) and despair.
