The game already has an (suprisingly low) USK rating, as seen for example on the Playstation Store[store.playstation.com]. They haven simply haven't added that info to the steam store yet.

I'm confident the publisher will do that in due time, or at least once they see their stuff delisted (=lost profit); besides, most non-indie developers don't bother with their steam community hub, especially the japanese industry which considers Steam a foreign market.

look on frontpage: it got age rating 18 here. But HOW? it already has USK 12 approved.

The steamworks article you linked mentioned an alternative, Valve-Internal content survey you can take instead from which that rating is derived. (I remember a indie dev acquaintance complaining about the excruciating attention to detail in his game's non-existent sexual content the rating for Brazil out of all places required. I'm not sure, but suspect this is the same survey.) Looking at the store page, I guess that somebody ticked drastic violence (because of the death CGs, I presume) and Steam made a conservative guess at 18.

Other reason: the USK is a bloated and ineffectual farce of a regulating body. Do you really expect that just because they take three grand and have a bunch of pencil pushers debate your game for 20 days they output sane, sound or reasonable ratings? They rated the sequel 2 categories higher.[usk.de] Look up other games (the Metroid Series! It's a Nintendo franchis ffs, why is Prime 3 at 16?) and despair.
