Not just Starfleet, this is a real world thing as well. The United States had dozens of warships in storage around Philadelphia and San Francisco during the Cold War period, and there still are some (though much less) now. They just recently have disposed of the last of the oil-fired fleet carriers, even though they were withdrawn from active service in like 2006.
Its not trying to continue to write the story in a logical manner anymore. There are new agendas that are not part of Canon now.
If they look at my game play in the server they will find that I am very cautious what activities I do participate in. Just because something is new or has been ground a thousand times doesnt mean I will run out the door to play it right away.
