Nekoday is a Chinese localization publisher from the looks of it, so them doing an English localization of Inganock seems unlikely.
I'd rec shooting a request to MangaGamer since they're an English localization publisher partnered with Liar-soft! They've already localized two Liar-soft games (Kindred Spirits & Gahkthun) into English, and they're also in the middle of localizing Sona-Nyl[mangagamer.org] into English, too.
Otherwise i doubt the patch would work, because this version is a All age version and the patch is only working with the 18+ vers.
I think the only way to play this game in english is to use the 18+ version with the english patch and overwrite the files from the all age version.
In that way you can play the title without any problems in english + the h-content
For me it was possible to play G-Senjou no Maou on steam with the adult content, despite the fact there is no patch avaible for this content
I did the same for Grisaia and Princess Evangile, since no patches exist there.
Also, as an aside, G-Senjou no Maou is due to get a proper Adult content DLC soon, as announced recently. If anybody's interested in it, I'd strongly urge to buy the Humble Bundle with it in the $10 tier for the voiced edition - which normally costs 40 bucks on Steam and has not gone below 20 on sale iirc.
I've actually just tried it.
The best i was able to do is view the main menu and the options menu in english, but when i try to start a game the program doesn't freeze but doesn't go forward either and just remains stuck.
I think that without some programming adjustements it can't work as it is.
Delete first all game files in the steamfolder for the title and copy the patched 18+ version in the same folder
Sometimes there are some files left from the "old" version which are not working with your version.
This was the case for SakuSaku and after that it worked without any problems (but first you need to start the game with the launcher in the folder, after that you can start the game with steam)
But well...if i delete all the files from the steam folder then i will just using completely another version of the game with no meaning in possessing this version, no? How can Steam even react with a file exe not related at all? Just because is inside that folder?
Right now i've tried using only the patch and merged it with this version, the exe of this version still doesn't work, but if i try the exe that came with the patch it actually works!! There may be still little bugs on the text from time to time, but right now the biggest issue is that this version has 16:9 upscaled assets but that exe start the game in 4:3 and so it's all misplaced or cut down, any way to force a program tu run in 16:9?
EDIT: With a little research it seems no, only way might be by modifying the config of the game, need someone with basic programming.

Unfortunately i don't have any idea how to resolve this, and doesn't seem like the files of the patch can be easily modified without a specific program, maybe it is possible to ask one who has worked on the patch? Don't know if the group is still active.
