QTEs and slowdown
No matter what settings I use, I get terrible slowdowns, despite having a pretty powerful PC.

I didn't mind too much, but I've reached a QTE where I have to mash the A button, and literally no matter what I try, it won't work, and it's definitely because the amount of characters on screen is slowing the game down to ~15 FPS and the game can't read the inputs fast enough.

I've tried using a turbo command, I've tried mashing at slower speeds, I've tried reloading the game, I've tried restarting the route, I've tried putting the game on lowest settings, I've tried locking the game to 30 FPS and even forcing it into a lower resolution (none of which cause any change in the slowdown), and I'm starting to wonder if there's more to this problem since I can't find anyone else commenting on performance issues on Google.

Are you on a laptop? If you are, check that the game is running on the actual dedicated GPU instead of the IGP; some games just like to default to that.

Desktop, no on-board graphics.

Tried checking for corrupted files through Steam? Or monitored your GPU / CPU / RAM loads to check if any of those cap out for some reason? For instance, my CPU was overloaded by driving segments, even though there's almost nothing happening in there.
