isn't this an unfinished and dead game? weird choice

I was looking forward to try this game when it got steam achievements, but still having the tag and not having achievements in the full release makes me wonder, will this title ever get steam achievements?

Am i missing something? i have a Dr. I have medicine. I have medical beds and Medical Supplies but my Dr. is just wandering around taking to people and my injured meeple is slowly going crazy.

I have a problem with the language change. The game shows all supported languages, but can only be switched to Chinese and English. Where is the mistake?
