Surrendered enemies do NOT automatically become arrested, they are instead panicked indefinitely - This means you still have to manually kill or subdue them before you can clear the mission in many instances, which can cause issues in the later stages of encounters - and that you can usually pull at least 2 kills with standard shots, especially on lower difficulties. As well, the hit chance is based on WILL, so higher will enemies are very difficult to use this on - This also has the effect of making LOW will targets [I.E shrike mercs] easier to intimidate, making the skill more of a situational move. Either way, I will concede that it IS designed for a more heavily modded game where enemies are stronger and you have more important things to do during the breach phase and tend to have more special ammo to make your guns stronger.
Aaaaalso, while we're on the topic of recommended mods, I'm surprised no-one's mentioned Grobo's Tactical Overhaul - The majority of informed people would agree that it's the closest thing to a "Long War Chimera Squad" that currently exists.
