stuck in late-game mission

I am presently stuck in a bit of a limbo with the mission "Lumae Comms". I have all the parts I am supposed to collect, and the mission log says I should go see Doc Pilman about it, but the good doctor only wants to talk his pottery with me - or be allowed to go back to his research. in other words: the relevant dialogue option doesn't show up.

Ha! I'm laughing at myself. I looked through my logs and I see I did the same thing as you. I talked to Pilman multiple times.
Hmm. How much of a hint should I give you... How about this: You've broadcasted your tech base to all of the aliens. Maybe you should reach out to some of them to see if they have any insights to this problem?

And if you prefer to just have the answer, it's: talk to the Ulooquo, the people you buy stories from.

If a conversation with some alien or other is necessary to unlock that, then the mission entry is very badly written. Because it literally said "talk to Dr. Pilman" not "talk to alien-XYZ"
