Did you get the datastream file from the lab (from one of the terminals down there)?

i am pretty sure that i checked all the terminals, and i rechecked the lab but there is nothing in the terminal but emails/logs. no files.

I think it does require you to help Melville by going into a specific location and interact with a terminal. It should appear as a quest objective in the top right and you should also have a yellow/gold triangle-like shape on the compass showing you where it is.

If you have already done that and also collected all 8 possible pieces (i.e. completed 8 puzzles in the area) but you still can't activate the bridge than it feels like it should be a bug.
