I was loking for the achivement for hours and this worked for me.

As soon as You start the game, You should see similar screen :

This pop Up is auto, You do not look for it in game modes, options etc, if You clikc yes, yes, and yes, You will get it.

If You do not see the city recomendation pop up as soon as You start the game(my case).

then:
1 deinstall the game
2 disable cloud saves
3 delete end folder C:Users/<user_name>/AppData/LocalLow/JutsuGames
4 Install and run free VPN programm (for me it was HotspotShield - and i chose alone LA https://ibb.co/wWnL93s )
5 install and run the game then read first section :)
