I dont think it is typical for EU countries, national guards are typical for US, Eu countries has other specific units styles and types
Well the UK does have the Territorial Army (Now just called Army Reserve I think officially) which can sometimes be drafted in for additional manpower support in major emergencies. Can't speak for other European countries but I suspect that most have something similar in place that can and would be used in the event of a major incident if such as the police needed extra manpower to restore rule of law for whatever reason.
Speaking for Germany, the army, as well as the reserve korps must not help in manner of police duties. They can be reinforce and help in different emergencies, like natural disasters and things, but not allowed to do police duties in any case.
Well just to clarify for them to actually be used as a police force would require a declaration of martial law by the government but they can aid with crowd control etc but they would need to work with the police as they would lack police powers such as the power of arrest.
Of course actually using them even for that in practice is politically toxic enough that it would take more than a single riot most likely, the last time the army was used for that sort of thing was during the regular riots and violence that happened in Northern Ireland. So yeah that's likely to become a thing again soon :|
Maybe, but something small I think. Games Operators have a game called "Radio Commander" in the making right now. So, I think it would not make sense to create missions for the army if Games Operators have a game dedicated to this ...

Additional military units can be summoned as backup for reputation points, but will only last for one shift. Backup feature will be disabled starting on the 13th day.
