He was really dead. Lu betrayed his people and was executed for it. You can always just assume Lu is dead, outside of that one ending where you find out the truth. Even if you don't get told that it happened or he makes it safely to the other shore with the rest of the survivors, him being killed then or a little later is absolutely what happens. Poor boy.
There is only one other conclusion where you might be able to say he lived. Lu has to kill a human to make up for his betrayal. In the Dark storyline if Kikka goes with the guide and leaves Lu with someone else, then at the end of the game only Lu shows up on the shore. Margret/Bemelle died. You could imagine that maybe Lu killed Bemelle or Margret while they were alone together on the bridges in order to save himself. But that's a pretty dark reading of the character, haha.

You have to be nice to him and choose to spend all your time on the island with him. If you let him hang out by himself, he gives up to the lake.
