Steam is just a marketplace, they do not make/change the games they sell, that's up to the publisher. Steam can only add or remove games. As for why the publisher, 2K Games, does not fix this, we can only assume they do not care. (And it does not make business sense for 2K Games to update the game - why would they dedicate resources on updating a game and validating the changes when the community is happy enough to create their own fix?)
